- NBN Co now says eligible Sky Muster customers can generally expect to begin moving to its Amazon Leo service from around mid-2027, subject to testing and readiness.
- The initial NBN LEO products are expected to offer uncapped data at best-efforts wholesale speeds of up to 50/10Mbps or 100/20Mbps, with standard installation, equipment and an integrated Wi-Fi router at no upfront wholesale charge for eligible customers.
- Starlink is available now and can provide full internet to a property, but the dish supplies broadband rather than ordinary mobile coverage. Voice calling depends on Wi-Fi calling, an app or a separate phone service.
- Telstra Satellite Messaging is available on eligible plans and compatible phones, but it is an intermittent outdoor service. It does not provide traditional voice calls, full internet access or direct contact with Triple Zero.
- A resilient rural setup may need three layers: fixed broadband at the building, mobile connectivity around the property and an emergency option for places where no terrestrial network is available.
The new NBN satellite service is still a wait
NBN Co published an important update on 27 August. Its future low-Earth-orbit satellite service, powered by Amazon Leo, is moving into testing and customer trials, but eligible households should generally expect transitions to begin from around mid-2027. The rollout will then occur progressively as capacity becomes available.
That timing matters because the original partnership announcement talked about Amazon launching service in Australia from the middle of 2026. NBN has now provided a more useful customer timetable: testing later this year, trials before launch, and transition from around mid-2027 subject to final readiness.
The initial products are expected to have uncapped data and best-efforts wholesale speed options of up to 50/10Mbps and 100/20Mbps. NBN also says eligible customers should receive a standard professional installation, equipment and an integrated Wi-Fi router at no upfront wholesale charge. Retail prices and participating internet providers are still to come.
Why Starlink is filling the gap
Starlink's advantage is straightforward: it is already available across much of rural Australia and delivers a complete internet connection through a low-Earth-orbit satellite dish. For a household struggling with slow Sky Muster, weak fixed wireless or unreliable mobile broadband, it can turn video calls, streaming and cloud work from a daily negotiation into something much closer to metropolitan broadband.
That does not make every installation effortless. The dish needs a wide, unobstructed view of the sky, the equipment needs power and the Wi-Fi network still has to cover the house or outbuildings. Trees, rooflines, weather, local capacity and the distance between buildings can all affect the result. A fast dish on one roof does not automatically create reliable coverage across a 500-hectare property.
The other difference is commercial. Starlink is a direct retail service with its own hardware, pricing and support model. NBN LEO will be sold through participating Australian internet providers and sit within NBN's regulated wholesale framework. Some households will value Starlink's speed and immediate availability; others may prefer NBN installation support, retailer choice and the absence of an upfront wholesale equipment charge when the new service arrives.

Home internet and mobile reception are different problems
This is the part most likely to be lost in the headline. Installing Starlink can give your house excellent Wi-Fi, but your phone does not gain ordinary Telstra, Optus or Vodafone coverage across the paddock. At home, Wi-Fi calling may let a compatible phone place and receive calls through the internet. Once you leave that Wi-Fi bubble, the phone is back to whatever mobile or satellite capability it actually has.
That distinction became more painful after the 3G shutdown. A Senate committee found the transition should have been managed better, while regional consumers and the National Farmers' Federation reported places where usable coverage became worse. Carriers have argued that their 4G footprints are equivalent or larger and that some problems involve incompatible devices or marginal coverage that was never guaranteed.
The government's mobile audit shows why both experiences can be true. Carrier maps are largely predictions of outdoor handheld coverage. Drive testing has found non-aligned road segments, including places where a map predicted service but the audit found none. Terrain, buildings, trees, congestion, faults and the phone itself can all change the real result.
What direct-to-phone satellite can do today
Telstra Satellite now adds a useful middle layer. Eligible Telstra Upfront customers with compatible phones can send and receive messages, and supported devices can use selected low-bandwidth apps, when they are beyond Telstra mobile coverage, outdoors and under a clear view of the sky. There is no separate satellite-messaging charge on eligible plans.
It is not full mobile service. Telstra describes it as intermittent, with messages sometimes taking minutes or longer. Traditional voice calls, unrestricted internet, streaming and large downloads are not supported. It also will not work indoors, and the Australian Radio Quiet Zone north-east of Geraldton is excluded.
Most importantly, Telstra says the satellite service is not designed as an emergency service. It cannot call 000 or 112, and users cannot text Triple Zero directly. A message to a trusted contact may still help that person raise the alarm, but that is an indirect workaround, not a replacement for a regulated emergency call.
What happens when you call Triple Zero
ACMA says a mobile can place a Triple Zero call through any available Australian mobile network, even when your own provider has no coverage at that location. That is valuable during a carrier outage or at the edge of another network, but one hard limit remains: at least one terrestrial mobile network must be available.
You cannot contact 000 or 112 by ordinary text message. Most NBN services also stop during a power failure unless the modem, router, network equipment and phone service have suitable backup power. Starlink has the same practical power dependency at the premises, even if the satellites remain available.
For people working alone, travelling beyond coverage or living in a bushfire- or flood-prone area, the backup should match the risk. That may mean a supported phone with a dedicated satellite SOS feature, a registered personal locator beacon, a handheld satellite phone, UHF radio or another location-appropriate service. A consumer broadband connection is useful, but it should not be treated as a distress beacon.
Should you buy Starlink or wait for NBN LEO?
Buy for the problem you have now. If poor internet is stopping remote work, online schooling, telehealth or business operations and Starlink has a clear installation location, waiting another year for an unpriced NBN product may cost more than the hardware. Starlink is the practical benchmark for immediate rural broadband.
Waiting can make sense when Sky Muster already covers the essentials, the upfront Starlink cost is difficult to justify, or you value professional installation and local internet-provider support. NBN's planned 50/10 and 100/20 options will not chase Starlink's largest speed claims, but uncapped data and a much lower-latency design should be a substantial change from today's geostationary service if real-world performance matches the plan.
Mobile broadband remains the simplest option where a stable 4G or 5G signal exists. Before buying a satellite dish, test another carrier, confirm that the handset supports Australian 4G voice services and investigate a properly installed external antenna or carrier-authorised repeater. Cheap unapproved mobile boosters can interfere with networks and are not a sensible shortcut.
The policy fix is not here yet either
The ACCC has begun a 12-month inquiry into regional mobile services, including domestic roaming, competition, investment and the role of direct-to-device satellites. The government's Universal Outdoor Mobile Obligation is intended to require Telstra, Optus and TPG to provide reasonable outdoor access to voice and SMS across Australia using terrestrial and satellite coverage.
Those reforms could make the next few years significantly better, but they are not a reason to pretend every black spot has already disappeared. Satellite-to-phone capacity, handset compatibility, outdoor line of sight, battery life and emergency-service integration all matter. A policy promising baseline outdoor coverage is also not a promise of fast indoor data or reliable broadband for an entire property.
The sensible direction is layered rather than ideological. Keep investing in terrestrial towers where communities need dependable capacity, use satellite broadband where distance makes fixed infrastructure uneconomic, and use direct-to-phone satellite to fill the spaces between. Then publish maps and limitations in language that matches what a person can actually rely on.
My verdict: Starlink may be essential, but it is not the whole safety plan
For a rural household with unusable fixed internet, Starlink can already be essential in the ordinary meaning of the word: it keeps work, education, payments and communication functioning. I would not wait until mid-2027 merely because NBN's future service may eventually offer a supported alternative.
But I would not buy Starlink believing I had fixed mobile coverage everywhere or guaranteed a way to call Triple Zero during a blackout. That requires separate testing, backup power and, for genuinely remote or high-risk travel, an emergency device designed for that job.
NBN LEO could become the more comfortable choice for households that want retailer support, professional installation and predictable national wholesale settings. Until prices and real performance arrive, it is a promising future option rather than something that solves today's connection.
